Resend Welcome Email
POST/affiliates/:affiliateId/welcome-email
Resends the welcome email to an affiliate. The email type is determined by the affiliate's current status (ACTIVE, PENDING, or DENIED). The endpoint enforces a 15-minute throttle between resends, verifies the email channel is active, and checks marketplace notification opt-out settings.
